The Department of Finance at the Lautoka City Council, with its cohesive team, provides central financial services essential to supporting the Lautoka’s ratepayers, businesses and the general public.

Directed by the vision of the Council and the Local Government’s Act, we strive to develop financial systems to meet the strategic objectives of the Council, to ensure long term sustainability, improved operational efficiency and compliance.

Rates collection is the major revenue earner for the Lautoka City Council. Lautoka City Council is heavily dependent on the rates to fully and effectively its services to the ratepayers.

All rates are levied yearly and are payable by the 31st of August each year.  All Rates /assessments are mailed to the last given postal address beginning of every year. Those ratepayers with an email address have their rates invoices and notices emailed. However, if you have not received the rates/assessments please visit the rates office to obtain a copy and update your details.

The Lautoka City Council levies the following rates: –

  • General Rates
  • Special Rates
  • Agriculture Rates (for those who use the land for farming within the City boundary)

What Happens If I Do Not Pay My Rates?

Under Cap 125 of the Local government act.  The Council has the right to seek further actions to recover rates from defaulters who ignore, evade and disregard Council notices and reminders. Such measures include: –

  • Direct deduction from salary/wages from employers.
  • Issuance of Attornment/ Tenancy notice to Tenants.
  • Instituting Legal action on defaulters via Small Claims Tribunal.
  • Placing Caveat on properties via the Magistrates Court.
  • Issuing of Committal Warrant to defaulters via the Magistrates Court.
  • Filing bankruptcy via Magistrates Court

Information & Communications Technology

Team ICT

Information & Communications Technology (ICT) is the use of any computers, storage, networking and other physical devices, infrastructure and processes to create, process, store, secure and exchange all forms of electronic data. Typically, ICT is used in the context of business operations, as opposed to the technology used for personal or entertainment purposes. The commercial use of ICT encompasses both computer technology and telecommunications.

For LCC ICT plays a major role in terms of setting Council to its digital platform. Currently, the council is using a customized management software designed by The Digital Group, which caters to Rates, Parking Meter, ‘Town Ranger and Cashier for the day-to-day basis for record-keeping and income generation. MYOB is used by the finance department to maintain all the financial records.

There is one Production server that runs all this software’s inclusive of payroll software as well. One File server for data record-keeping is utilized by all departments. We are using complaints register associated with our CMS to register complaints received from outside and assign to departments using the complaints module to their emails to solve issues faster and effective manner.

Council also creates awareness through social media using FacebookLinkedin and Twitter page to post information that is relevant to stakeholders and ratepayers.

The Council is also using the Cloud based services for website and emails. Our Cloud Server does not only host Lautoka City Council’s website and emails but also for Ba Town Council, Nasinu Town Council and Nausori Town Council.

Future upgrades plan:

Implementation of Document Management system to minimize papers to more into system process operations in terms of internal requests, approvals, customer serving, and overall cost-effective and faster means of service with less consumed time. Which is so-called a workflow concept with a paper-cut solution.

Lautoka city council has an in-house Legal Team that provides Professional Legal Services for the council as stipulated under the Local Government Act Cap. 125 of Fiji in a timely, effective and satisfying manner. The legal team is responsible for providing all legislative services that bind the council and all respective departments of the council.
